A controversial law targeting cybercrime in the Philippines has come into effect, fuelling protests by citizens and media groups fearing censorship.
The new law, called the Cybercrime Prevention Act of 2012, was signed by the president on 12 September. It is intended to prevent cybersex, online child pornography, identity theft and spamming, officials say. But it also makes libel a cybercrime punishable by up to 12 years in jail. The act was enacted by congress "to address legitimate concerns" about criminal and abusive behaviour online, presidential spokesman Edwin Lacierda said in a statement on Wednesday. "Questions have been raised about the constitutionality of certain provisions of the act. We recognise and respect efforts not only to raise these issues in court, but to propose amendments to the law in accordance with constitutional processes," he said. The act took effect despite the protests by those who oppose the law. At least eight petitions from various groups challenging its constitutionality have been filed with the highest court in the Philippines, local media report. Anonymous activists have hacked into government websites, journalists have held rallies and many Facebook users have replaced their profile picture with a blank screen, says the BBC's Kate McGeown in Manila. Protesters say the legislation could be used to target government critics and crack down on freedom of speech. Under the new act, a person found guilty of libellous comments online, including comments made on social networks such as Facebook and Twitter or blogs, could be fined or jailed. Government officials will also have new powers to search and seize data from people's online accounts, says our correspondent. The US-based Human Rights Watch said that the law would harm free speech in a statement last week. "The cybercrime law needs to be repealed or replaced," said the group's Asia director, Brad Adams. "It violates Filipinos' rights to free expression and it is wholly incompatible with the Philippine government's obligations under international law." |
PLAGIARISM
Plagiarism is a serious violation. Knowing this violation is common but it is the crime not easily solved because the government does not give much interest in this violation. We may think it only happens among professionals but we are wrong. This is also committed by students like us which we should be probably aware of. How do we know that we did plagiarism? Plagiarism comes from the Latin word which means “kidnapper” or stealing the idea of someone else’ and claiming it as own work. There are two forms of plagiarism. First is the exact-copy plagiarism or a word-by-word copy of the idea of the original author and another is the partial-copy plagiarism or partially copying the work of others and not citing the name of the original author . Nowadays, there are high standardized technologies. Why don’t the government buy one of this? The fact that we’ve got such technologies are true but our country can’t afford the money. Besides, even with the help of the technologies, it’s still difficult to detect plagiarism. Why? It’s not just copying the exact ideas of others, they also use their name and parent the work as one’s own so it would be very difficult to say who is the original author among the plagiarist. Does plagiarism happen on the academic fields? Students are unaware but they do commit plagiarism unintentionally. There are common situations wherein plagiarism is done. Students copying the assignment of their classmate and cheating on exams are very good examples of plagiarism. We may say “it’s a usual thing” and does not cause any damage on anyone. According to researches, it causes severe damage on the original author. In other countries, students repeating plagiarism are suspended or expelled. Why should be aware of this? Well. Plagiarism is considered or dishonesty and literacy theft. Applying it in the criminal law, it is a felony or a crime punishable by heavy sentence such as imprisonment and punishable by fines. We think of plagiarism as a simple thing but on the contradictory, it is a very serious matter. If before we are unaware of it, how is the opportunity. Let everyone be the one to start stopping the crimes of plagiarism by starting on oneself. -Louisel S. Derilo |
A Great Family Man
Practical, down to earth and being frank, the few things my Grandfather likes about his brother, the former Congressman Sonny H. Escudero. He was a busy man but he managed his time through every hard trials. Many projects were made, Trade Arts became Sorsogon State College, having Escudero scholars and he even helped the needy Filipinos. He was a good provider to his clients and to his family. I know we all loved him very much like he loved us by helping us in many ways, but he already had done his missions to the needy people, to the congress, and up to his family. But what is more problematic was losing such a great man in our life. Like in the passed weeks, the Philippines mourned from the death of our loving Former Congressman, especially his family. One of those who mourned was the Vice Governor of Sorsogon, Kruni Escudero. Asking him questions makes him want to cry because in behalf of his loving brother, he also missed him a lot. Watching his blinking eyes seemed like he was trying to roll his tears back but it was no use. His tears rolled down to his cheeks He told me that in younger days, he was able to cherish the moments about their favourite game, playing with the roosters. He even told me that Tatay matches with an opponent which has a rooster, too. Now they are old, when they met each other, they just had a glass of wine and talked about the issues in life. But when Tatay was already gone, he felt really depressed. He waved his left hand at me that moment, telling me to stop the interview while his tears rolled again to his cheeks. At Tatay’s house in Buhatan, Sorsogon City, many people came to see the persevering Former Congressman in his coffin showing their appreciation of what Tatay did for them. Escudero scholars had helped in serving the visitors in honour of the Former Congressman who helped them be what they are today, as scholars. Even people in far away places tried to reached his house just to expressed their “Thank You” to our dear Tatay. Now think of it, he was and still very important to Filipinos. Even though he has a family to feed, and even though the Philippines has a wide surface, he had able to help us and mostly the Philippines. -Millizent M. Escudero (Feature Writer) |
